
YCQ By-Laws

Article 1:
This organization shall be known as York County Quilters.
Article 2:
The purpose of York County Quilters is as follows:
a) stimulate interest in quilts
b) promote the art of quiltmaking
c) conduct programs
d) provide services to the community

Article 3:
Membership is open to all persons who pay dues assessed by the guild.
a) Is recommended for attendance after 2 meetings as a paid guest.
b) Will be on a yearly basis, January to December, prorated for those who join after January.
Article 4:
Officers of York County Quilters will be:
a) President
b) Vice President – Programs
c) Secretary
d) Treasurer
Officers will serve one-year terms. Individuals may not be elected for more than two consecutive terms for the same office.
Article 5:
Executive Board will include:
a) Officers listed in Article 4
b) Chairpersons on the following committees:
Block of the Month
Historian
Librarian
Membership
Newsletter
Outreach
Publicity
Quilt Show
Special Projects
State Representative (If a member of York County Quilters)
Telephone
Immediate Past President will be a Member at Large
Chairpersons of ad hoc committees as appointed
Article 6:
The annual meeting will be held in November of each year. At this time annual reports from officers and committee chairpersons will be presented. The nominations committee will conduct election of new officers.
Article 7:
In the absence of the President, the Vice-President shall conduct the meetings.
Article 8:
The financial records of the guild shall be audited by three members, none of them officers, appointed by the President.
Article 9:
Admendments to the by-laws may be made by:
a) Notice in writing or proposed change by individual or board member at least one month prior to the next board meeting
b) Discussion of change at next general meeting
c) Vote on change at the next month’s general meeting
d) Approval of two-thirds majority of members present
Article 10:
All business meetings shall be conducted according to Roberts Rules of Order.
Article 11:
If an elected officer cannot complete the specified term of office or is in flagrant neglect of the duties of that office, the Executive Committee shall appoint a member to carry out the term of that office.
